In the article they say VPNs are anonymous.. kind of.
If you can find a VPN provider that accepts payment with bitcoin, or
cash, and you sign-up over Tor then you can be relatively safe, but,
there are a few issues still.
If you pay with a credit card, paypal, or another identifiable payment
form your identity is known and anonymity is gone.
Tor is free VPNs are not.
Unlike Tor where the Exit Node doesn't know where you're connecting
from, the VPN provider does.
The VPN provider may keep logs of your traffic and they may turn your
data over to police forces, or share it with private parties for
marketing or other reasons.
Generally VPN Providers only have a few IP addresses where your
traffic is coming from, unlike Tor where there are hundreds of Exit
Nodes in many countries, and your IP is changing every 15 minutes.
